2026 IRS Annual Filing Season Program (AFSP) Continuing Education Requirements

The Annual Filing Season Program is a voluntary IRS program for non-credentialed tax preparers. The number of hours you need depends on whether you are an exempt or non-exempt preparer.

“Non-Exempt” Non-Credentialed Tax Preparer A non-exempt non-credentialed return preparer is one who works within the industry and is unregulated by either federal or state agencies. Non-Credentialed Tax Preparer in Other Regulated States Tax Preparers in Connecticut, Illinois and Nevada. These states have regulations regarding tax preparation, but at the time of our research do not appear to have requirements to complete continuing education. How many hours of continuing education do I need for the AFSP?

Non-exempt preparers need 18 hours, which includes the 6 hour Annual Federal Tax Refresher (AFTR) course and its comprehension test. Exempt preparers need 15 hours: 10 hours of federal tax law, 3 hours of federal tax updates and 2 hours of federal tax ethics.

Am I an exempt or non-exempt preparer?

You are exempt if you passed the RTRP exam when it was offered in 2011 and 2012, or if you are an active registrant with a state program such as California's CTEC, the Oregon Board of Tax Practitioners or the Maryland Board of Individual Tax Preparers. Most other non-credentialed preparers are non-exempt and must take the AFTR course.

When is the AFSP deadline?

Your continuing education must be completed by December 31 to receive an AFSP Record of Completion for the following filing season. You must also renew your PTIN and consent to the IRS Circular 230 obligations.

Is the AFSP required?

No, the program is voluntary. Preparers who complete it are listed in the IRS Directory of Federal Tax Return Preparers and receive limited rights to represent clients whose returns they prepared. See the IRS AFSP page for details.
